Toryglen Estate, Glasgow

In Autumn 2010, Lawtech was appointed Principal Contractor for the largest Community Energy Saving Programme (CESP) proposed since the introduction of the funding initiative. Thistle Housing Association sought to provide a full external refurbishment programme of 1083 properties across an estate in the Toryglen district of Glasgow, comprising:
- 851 apartments across 111 no. 3-storey and 4-storey tenements
- 232 apartments across 4 no. 10-storey and 2 no. 15-storey blocks
In order to achieve the required U-Values, reduce energy bills and deliver genuine improvements to the standard of living of thousands of residents, Lawtech completed a broad Scope of Works:
- 73,000m2 External Wall Insulation (EWI)
- replacement windows
- concrete repairs
- balcony refurbishment
- photovoltaic cells (solar panels)
- air source heat pumps
- replacement heating systems and radiators
- communal TV system
- painting and decoration
- enabling works
- asbestos management
Two pre-commencement Open Days were held at Toryglen in order to engage with the residents and emphasise our commitment to community. Lawtech outlined the scope and timescales of the scheme and explained the structure of the works Programme. Residents were informed of the customer support services available to them and were given the opportunity to influence the render colours, window styles and roof tiles for their properties.
Two schools lie within Toryglen, so engagement with local children was a key priority. Lawtech conducted safety seminars and ran a competition encouraging the children to design their own warning signs, with the winning entries made up into posters that were affixed to our scaffolding.
A Lawtech Resident Liaison Officer (RLO) who was based at Toryglen for the duration of the works, coordinating access to properties and acting as the first point-of-contact for tenants’ queries and concerns. The RLO interacted with residents on a daily basis, ensuring that our programme of works was clearly communicated to all residents and tailored, wherever possible, to suit the needs of vulnerable individuals and those with special needs.
Completed by a Project Management Team of 15 and a workforce of over 200, all employed locally, the Toryglen scheme remains one of the largest and most ambitious CESP contracts in the UK.
